I'm making a Craigslist deal this afternoon for an additional $60 so I will have a total of $165 cash. Now for the tough part... which car part do I buy?!?!
Should I buy a rear sway bar? Specifically !!!error: Indecipherable SUB-paragraph formatting!!! It's just the rear.
!!! UNKNOWN CONTENT TYPE !!!
Or should I buy some wheels and tires? I'm sure my parents would chip in a little.
Or should I buy lowering springs for my car?
I can't decide!

Wheels and tires, then lowering springs, then sway bar.

Sway bars, then wheels and tires, then lowering springs.
The sway bar will make the biggest immediate difference to your handling, making steering more responsive and a bit tighter and contributing to the 'on rails' feeling when handling.
Your sidewall isn't big enough to be a huge concern, so wheels and tires are second only so that you know what you have to work with when you get lowering springs, which will help your car corner even MOAR FLAT and lower your CG but I believe contribute to understeer. Looks cool, though.
As for when you decide to buy wheels/tires, don't get anything with less sidewall than I have. You'll be amazed how much of a difference less sidewall makes to the ride. It turns "that's slightly annoying" bumps in the road into "HOLY SHIT DID THAT JUST BEND MY WHEEL?!"

Honestly, it's a good price. Yeah, they're steelies and they suck, but I've seen places around here wanting $120 for unmounted used 14" tires. So $140 (you gotta haggle) for mounted 16's on OEM rims? It's a good deal.
Plus you can sell the hubcaps on eBay or Craigslist and make some of the money back. Because hubcaps and steelies are meh. Bare steelies are Jalop.

Jake, you drive a Buick. Don't you have 70-series sidewalls on it?

Swaybar. It's the best bang-for-your-buck upgrade for any FWD car.

I actually decided on this:
http://oklahomacity.craigslist.org/pts/4785402835…
These come with tires with half their tread left and I can sell the hubcaps to make some of my money back! I'm doing this!
And besides, I need tires anyways :P

Yes... 1/32 inch of tread left on both rear tires :(
And one has a nail and the other has a bunch of pinholes in it :'(
They lasted a whole 31k miles...

Probably because we don't have much money in the "budget" right now
AKA the parents are almost over their heads financially
I'd be buying these myself

Currently 205/55R16 on 16x6.5 wheels
The ones I'm looking at are 215/60R16 on 16x6.5
What that means in the new ones are 10mm wider and have a bit more sidewall (which wouldn't bother me)

But why pay $240 + mounting and balancing when I could pay $140 and get the tires AND wheels already mounted?
That and I live about 2 hours north of OKC

Nope. I went from 15 inch wheels to 17 inch wheels with low-profile summer tires and it made a world of difference. I drove the Sportwagen and honestly it's not bad enough to require a tire upgrade as a priority. Body roll? Yes. Get sway bars. Thinner/wider tires? Eh, it can wait.
